The mission of the Kay Center for E-Health Research is to advance scientific understanding and public policy improvements relative to how new electronic health systems can best incorporate health and disability data needs so as to enable industry efficiency and promote societal welfare. The Kay Center has been established through the generous funding of the founder, Steeve Kay and is located in the School of Information Systems and Technology at Claremont Graduate University.
The Kay Center takes pride in the partnerships it has engendered with regional and national experts in establishing a significant research program that blends policy, markets, systems and technology perspectives.
Scope and Objectives

Research and publication - The Kay Center conducts national research on new e-health systems in the healthcare and disability industries. The primary activity of the Kay Center is research toward design and development of information system frameworks for using technology in the domains of preventative health, chronic disease management, disability determination and use within vulnerable populations.

Public policy impact – A critical aspect of the center is its involvement in research and outreach concerning strategic policy issues for enhancing the development and deployment of electronic health and disability systems, with particular regard to national and federal policy.

Symposia & Forums - The center annually brings together thought leaders from industry and government to analyze management and policy issues for improving electronic health and disability programs and policies. A cornerstone activity is an annual symposium in Claremont and bi-annual disability policy forums in Washington, D.C.

Cooperative Research Initiatives – The center pursues practicum and collaborative research opportunities with public and private sector entities that are in keeping with the research and outreach mission of the Center.
Information Systems and Technology
The Kay Center is located in the School of Information Systems and Technology at Claremont Graduate University. E-health and medical informatics is one of four specialty areas. The Kay Center is directed by Dr. Thomas A. Horan, Ph.D., a distinguished scholar who has published widely on health care issues relating to social impacts of information technology and disability evaluation systems. In addition, the center supports Program Coordinators, Research Fellows, Research Associates, Partners, and collaboration with faculty from other CGU and Claremont Colleges.
