Supported through a partnership between OSEP and HECSE, a panel of experts was charged by the Assistant Secretary of Education with the responsibility of determining quality indicators for use in the OSEP Personnel Preparation Leadership Competition.  This document is the 2004 draft report submitted to OSEP.
