Bio

Dr. Steven N. Garcia was appointed Senior Vice President for Finance and Administration, beginning January 2, 2008.

Prior to this position, Dr. Garcia served as Vice President for Administration and Chief Financial Officer at California State University, Los Angeles for more than ten years (June 1997-December 2007). During his time at Cal State LA, he was responsible for overseeing $200 million in state appropriations, over $30 million in grant and contract funds, and approximately $90 million in construction funds. Before that, he was VP for Finance and Administration and Treasurer at the University of Northern Colorado (1994-1997).

Dr. Garcia has been a pioneer in forging academic programs of teaching, research, and service that involve communities and corporations. He was instrumental in negotiating the location and construction of a state of the art, $100 million Regional Forensics Crime Laboratory on the Cal State LA campus in partnership with the State of California, the City of Los Angeles Police Department and the Los Angeles County Sheriff’s Department. The partnership created opportunities for students enrolled in the Criminal Justice program to receive first hand experience in the crime labs through classes offered in the building and internship opportunities. He co-authored an article in the NACUBO Business Officer publication entitled “Partnerships for the Public Good”, which describes the project and how universities can partner effectively to advance knowledge and make a difference in the world.

Dr. Garcia also has served on Western Association of Schools and Colleges accreditation teams to evaluate the financial capacity of institutions seeking or renewing accreditation status.

A native of Kansas, Dr. Garcia received his Bachelor’s and Master of Public Administration at the University of Kansas, and earned his Ed.D. in Educational Leadership and Policy Studies from the University of Washington in 1993. His dissertation dealt with the issue of “Academic Program Staffing and Part-Time Faculty in Four-Year Institutions,” an important trend that has grown since his research was completed.

Dr. Garcia and his wife Fidelis have lived in Claremont since 1997.
