The AI Skills Gap Is a Management Problem

CGU launches certificate in AI for Business Transformation

A new joint certificate from the Drucker School and CISAT — the Certificate in AI for Business Transformation — argues that the work AI exposes is the work management has always done. 

Three years into the generative-AI era, the workforce conversation has settled around a familiar phrase: the AI skills gap. Companies need workers who can use AI. Universities need to teach them. Governments need to fund upskilling. Everyone agrees that the gap is real. Almost no one agrees on what’s in it.

There’s a reason for that. The gap most organizations run into when they actually try to use AI isn’t about prompts, fine-tuning, or vector databases. By historical standards, the technology is remarkably easy to acquire. What’s hard is what’s always hard, knowing where in the organization a new capability belongs, who it should serve, what it would replace, what it would distort, and how the people doing the work will respond to the change. Those are not new questions. They are the questions of management.

Peter Drucker, who effectively invented modern management as a field of study, called it a social discipline. He meant it as a description, not a flourish. The work of running an organization, in Drucker’s account, is not technical execution dressed up in suits. It is judgment about people, purpose, and priorities, exercised within the constraints of an institution. The argument met resistance when he made it. It has aged into something closer to obvious. And the AI moment is stress-testing it in real time.

Claremont Graduate University has built a new graduate certificate in this framework. The Certificate in AI for Business Transformation is a 12-unit, online, non-technical graduate certificate offered jointly by the Peter F. Drucker and Masatoshi Ito Graduate School of Management and the Center for Information Systems & Technology (CISAT). It opens enrollment for graduate students this fall and stacks onto an existing CGU master’s or doctoral program, for many students, at no additional tuition cost.

Non-technical, here, is not a euphemism for lightweight. It is the work the AI moment is most short on: evaluating tools and the claims behind them, identifying use cases that actually create value, building the business case, redesigning workflows so people and AI systems complement each other instead of competing, leading the change management that decides whether deployment ends in augmentation or in friction, and standing up the governance practices that keep AI defensible when something inevitably goes wrong.

“Peter Drucker called management a social discipline. The AI moment is the strongest test of that idea in decades,” said David Sprott, the Henry Y. Hwang Dean of the Drucker School. “The organizations that lead with AI won’t be the ones with the best models. They’ll be the ones whose managers know what AI is for, what it isn’t, and how to deploy it without losing the people who make the work matter.”

The argument that AI exposes a management gap rather than a technology gap is one that CGU has been making in more than one register. In February 2026, the university and Macnica, Inc., a global firm at the intersection of semiconductors, cybersecurity, and AI, signed a letter of intent to collaborate on human-centered AI, an effort rooted in the recognition that “the challenge facing institutions today is not to outrun artificial intelligence, but to ensure that human judgment keeps pace with technological capability.” A year earlier, MIT Media Lab researcher Kate Darling told CGU’s commencement audience that “it’s not just the technology that determines the impact — it’s the social systems we deploy it into.” At CGU Hacks 2025, the joint AI hackathon co-hosted by CISAT, the Drucker School, and Transdisciplinary Studies, the first-place team built a maternal health platform that helps pregnant individuals navigate environmental risks, find clinics, and translate medical paperwork into plain language. Many participants, the organizers noted, “weren’t coders at all.”

The same observation has begun showing up in research outside CGU’s walls. In March 2025, MIT Sloan published a study identifying five human capabilities AI cannot recreate, empathy, presence, judgment, creativity, and hope, and tracking how those capabilities have moved through the U.S. workforce since 2016. The trend ran counter to the dominant narrative. Human-intensive tasks have grown, not shrunk. “We deliberately don’t call these ‘soft’ skills,” said lead researcher Roberto Rigobon. “A ‘hard’ skill, like solving a math problem, is comparatively easy to teach. It is much harder to teach a person these critical human skills and capabilities.”

“You can build the most sophisticated AI system in the world, and it will still fail in an organization if no one knows how to integrate it into how decisions actually get made,” said Itamar Shabtai, Director of CISAT. “The technical capability is the easier part now. The harder skill — the one this certificate is built around — is reading an organization clearly enough to know where AI belongs and where it doesn’t.”

The first cohort begins this fall. The bet underneath the certificate is the one Drucker made in the middle of the last century, and that the AI era keeps recovering under other names: the people who lead transformative technologies well are not the ones who build them. They are the ones who know what to do with them.

No. The certificate is non-technical by design. It builds the strategic, managerial, and governance skills required to evaluate, deploy, and govern AI inside organizations — not the technical skills required to build AI systems.

What courses does the certificate include?

Two required courses anchor the certificate: AI–Human Collaboration: Foundations, Ethics, and Governance, and AI in Business and Organizations. Students also choose four units of approved AI-related electives from across CGU’s schools, selected in consultation with the certificate’s faculty co-directors.

How long does it take to complete the certificate?

The certificate can be completed in as few as two semesters. Students may pursue it part-time or full-time alongside their primary CGU master’s or doctoral program.

How much does the certificate cost?

For many CGU students, the certificate stacks onto an existing master’s or doctoral program at no additional tuition cost. Per-unit tuition is $2,070 based on 2025–2026 rates.
